Security Council ISIL (Da’esh) and Al-Qaida Sanctions Committee Revises Its Guidelines

On 5 September 2018, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al‑Qaida and associated individuals, groups, undertakings and entities adopted revised Guidelines for the Conduct of its Work (“Guidelines”).  The Guidelines were revised in compliance with paragraph 45 of Security Council resolution 2368 (2017), which directed the Committee to review its Guidelines.

A number of sections have been amended, including the sections on Meetings of the Committee (Section 3), Decision‑making (Section 4), The ISIL (Da’esh) and Al‑Qaida Sanctions List (Section 5), Listing (Section 6), Delisting (Section 7), Narrative Summaries of Reasons for Listing (Section 9), Exemptions to the Assets Freeze (Section 11) and Reports to the Security Council (Section 15).

In addition, a number of technical amendments have been included with a view to enhancing accuracy and consistency throughout the text and clarifying Committee practice.

The Committee has adopted the revised Guidelines to facilitate the conduct of its own work and provide useful guidance to Member States in their efforts to implement the relevant Security Council resolutions, including resolution 2368 (2017).  The revised Guidelines are available on the Committee’s website (https://www.un.org/sc/suborg/en/sanctions/1267/committee-guidelines) in all official languages.
